GetServerConfigSetting and setServerConfigSetting shoul allow to make custom fields in config. if config have attribute like "disableSet=true" then setServerConfigSetting should return false.

Why not just made your resource have its own config file? Or even use meta.xml for this, which supports a whole <settings> section.
Or you could make it like the help manager, where you have a <config> entry, that file then being accessibly to be read from for other resources.
There's plenty of solutions that exist that don't rely on modifying the way the server works.
