Summary0007498: Nitro functions
Description

This patch adds a client side functions for manipulate with nitrous:

Some get functions:
bool isVehicleNitroRecharging ( vehicle theVehicle )
bool isVehicleNitroActivated ( vehicle theVehicle )
int getVehicleNitroCount ( vehicle theVehicle )
float getVehicleNitroLevel ( vehicle theVehicle )

And set functions:
bool setVehicleNitroActivated ( vehicle theVehicle, bool bActivated )
bool setVehicleNitroCount ( vehicle theVehicle, int iCount )
bool setVehicleNitroLevel ( vehicle theVehicle, float fLevel )

Well for now only client side. Later i will add server side functions and some events.

Also it would be cool for backport this to 1.3.1. I very need.
