If a player being spectated goes through a vehicle change pickup or a checkpoint, their sync rate falls to SLOW_SYNCRATE
|Steps To Reproduce|
With two players, start race-channel. One player drives the course while the other does a /spec. The fourth checkpoint changes the vehicle and causes the slow sync rate to start.

Perhaps I should add that spectating a player who is updating once a second looks amazingly bad. Major warping, odd rotations and slamming into walls.
this is also causing 4219 a lot when the spectated player warps through barrels that he normally wouldn't have hit
