Summary0003497: Map parsing should be less strict

.map files which contain syntax errors should not prevent the owner resource from being loaded. Instead it should behave like script files - those are not loaded if there is a syntax error, and output an error to script debug.

Also, .map files which contain errors in the syntax of an element prevent the resource from loading. Instead they should skip the invalid element and carry on - outputting a warning to debug. e.g. <vehicle posY="3" posZ="4" model="400"/> has a missing posZ parameter. Instead of blocking the resource from being loaded, it should just ignore that vehicle and load the rest of the .map.
