Summary0001730: Element attachment functions should support relative positioning

When you attach one element to another and use an offset, the offset will be based on the world's x, y, and z axes. Instead it should use the element's rotation and offset from that.

For example, this would allow you to attach a player to truck's bed, and have them still be on the bed even if the truck turns.

Relative positioning still ignores roll angle (rotation around the Y axis).

Yeah i could only add X and Z angles using trig, we need quaternions for all 3, very complicated math.
