Summary0008349: playSound3D doesn't work while spectating other player
Description

playSound3D propably bases on player position so you can't hear sound when you are spectating other player (and your ped is far away or dead).

Steps To Reproduce
  1. Invite other player and spectate him (setCameraTarget).
  2. Play some 3D sound on spectated player position.

playSound3D always uses the camera position.
Bear in mind that playSound3D is client side only, and a spectator will not hear anything unless playSound3D is also called on their client

Fixed in https://code.google.com/p/mtasa-blue/source/detail?r=6672

Volume and panning uses the camera position, but sounds were unloaded if too far away from the local player.
