Summary0007962: Vehicle wheel states are not synced properly
Description

Wheels that are set to 'fallen off' using setVehicleWheelState are 'fallen off' only for players inside streaming range. Other players will see those wheels as collisionless.

Steps To Reproduce
  1. srun createVehicle(400,0,0,5)
  2. crun setElementPosition(localPlayer, 0,0,5)
  3. srun setVehicleWheelStates(getElementsByType("vehicle")[1], 2,2,2,2) -- remove all wheels

notice that all wheels are removed

  1. crun setElementPosition(localPlayer, 2000,-2000,5)
  2. crun setElementPosition(localPlayer, 0,0,5)

notice that all wheels are back, but without collisions

I can confirm this, the wheels will always be 50% visible to a remote player and appear to be in the ground.
