|Summary||0005792: Implement UTF-8 BOM support for Lua|
Currently Lua throws up errors when loading a script encoded in UTF-8 with BOM. Users can currently save in UTF-8 without BOM, but this means editors cant tell the difference between a file in ANSI, and a file in UTF-8 w/o BOM, and have to set it every time.
Adding UTF-8 BOM support gives greater convenience to scripters who can tell what their files are actually encoded in, and provides a proper way for us to look at file migration from 1.0 -> 1.1 (only non-English Latin texts are affected by the Unicode upgrade).
