I have noticed that sometimes when I alt-tab from the game I constantly here these background shooting noises and they sound like they are really close up. But when I alt-tab back in its gone.

This could be pretty useful if it also included something like:

createAmbientShot(x, y, z, type, volume)

I personally recommend to use this, so you don't have to create everywhere sounds when it's disabled by default:
setAmbientSoundsEnabled ( player, true/false )

Besides that, the function mentioned by JacobS is really useful indeed, especially for some nice effects to deathmatch modes. Though I would recommand this name, for using non-shooting sounds too:
createAmbientSound ( x, y, z, type, volume )
