Summary0004408: Add hardcoded support for streamed blips
Description

This is quite a fundamental flaw in the blips design - it should support blip streaming by default. Last i checked there is actually some (disabled) code which is meant for streaming blips.

Bear in mind the F11 map should always show streamed blips.

ideally you could simply do:
setBlipStreamed ( bool streamed, [distance = 50] )

It is also probably sensible to enable some streaming by default.

Another thing to note is that ideally we would use a GTA function to stream blips, not recode it in MTA. This is for the simply reason that the radar changes its stream radius size and this is taken to account in the original game for streaming blips. Although its possible to get around this (as done in blipstreamer resource) its pretty hacky.
