This was from public. One usage is to make health completely unknown to other players. The icon color reflects the player's health in the same way the MTA health bar does.

Nopping 0x60B883 * 2 will disable the targeting marker which indicates an actor's health above their head when aiming at them.
The proposed function name "setTargetingMarkerEnabled" might be misleading, as it does not specify whether it is referring to the actor targeting marker or the Hydra's missile targeting marker. Anybody have a better idea for a name?
may be just "Tag" instead of "Marker"
Actual rendering function is at 0x60BA80, it determines color and position there.
